City of Monroe City Hall & Municipal Court

City Hall and Civic Campus

Located near downtown, the Monroe City Hall has operated in a renovated car dealership building for decades, and was in need of a major remodel. The existing facility had minor repairs, but did not receive significant upgrades in over 30 years. The approximate $13.8 million project received $1.1 million from the State’s 2023-2025 capital budget. The design includes remodeled city council chambers, new court facilities, improved access for people with disabilities, and fire protection upgrades.

Monroe City Hall Biophilic Design Diagram

For this campus’s upgrades, ARC implemented a modern design aesthetic following principles of Biophilia. Biophilia is a design strategy that places emphasis on human connection to the natural environment. Biophilic elements within the design include maximizing natural light via central clerestory windows, built in indoor planting beds with live plants , and natural textures and materials. 

Public access and visibility was amplified through the large entry plaza with floor-to-ceiling windows, connecting the plaza and outdoor landscaping to the interiors of council chambers and lobby entrances. Biophilic design principals informed the design to create healthy and calm environments for meetings and court proceedings.
